Strengthening Professional Talent Cultivation and Development

Other core objectives involved

Stakeholders involved: Park Enterprises, Academic Research Institutes

1. Professional and technical telent training

To meet park companies' needs for recruiting and training technical talent, as well as to boost technological competitiveness, the Bureau launched the Professional and Technical Talent Training Program. National Chung Hsing University was commissioned to design open courses for the park, covering five major categories: "optoelectronics, precision machinery, semiconductor technology, biomedicine, and other technologies and business management." These courses integrate digital learning and focus on key trends like smart manufacturing, cybersecurity management, and ESG. The program serves employees of Central Taiwan Science Park companies and team members from the National Science and Technology Council's "From Innovation to Startups" program, with the Bureau providing 100% tuition subsidies.

In 2024 and 2025, the Bureau implemented the "Professional and Technical Talent Training Program," offering 102 training courses across the 5 major categories. These courses totaled 552 hours of instruction and trained a combined total of 1,970 participants.

2. Science Park Talent Cultivation Subsidy Program

To tackle the challenges of a declining birthrate and industry labor shortages, securing talent has become a top priority for sustainable industry development. The Bureau continues to promote the Science Park Talent Cultivation Subsidy Program, which covers professional fields such as next-generation semiconductors, optoelectronics, smart machinery, information and communications technology, precision health, factory management, and logistics/customs trade. The program is carried out through two main approaches: modular courses and corporate internships. In 2024, a total of 12 modular courses and corporate internship plans were approved, with a total subsidy amount of NT$7.575 million. In 2025, another 12 projects plans were approved, with the total subsidy reaching NT$8 million.

Between 2024 and 2025, a combined total of approximately NT$15.575 million was invested to subsidize 24 project plans. By the end of 2025, the program had successfully trained a cumulative total of roughly 1,150 participants, effectively reinforcing the talent supply capacity for the science park.
