1. Building a Safe and Healthy Park
To construct a safe, healthy, and resilient park environment, the CTSP Bureau continuously promotes occupational safety and health awareness, counseling, and labor inspections, while combining single-window services, pre-job safety assessments, and information technology to elevate worker health services and labor inspection efficiency. Concurrently, the Bureau integrates disaster prevention, public security, and traffic safety resources, expanding park-wide participation to develop toward a healthy, safe, and smart park.
Regarding the two work-related fatalities that occurred between 2024 and 2025, the CTSP Bureau conducted occupational disaster investigations and supervised improvements in accordance with the law. Furthermore, the Bureau expanded its promotional efforts toward park manufacturers, requiring them to review similar risks and implement preventive measures to ensure such disasters do not recur.
The CTSP Bureau continuously utilizes a three-pronged approach consisting of labor inspections, counseling, and awareness campaigns to reinforce occupational safety and health management within the park. In 2024, the Bureau conducted 695 sessions of labor supervisory inspections and 12 sessions of occupational safety, health, and disaster prevention seminars. In 2025, it conducted 747 sessions of labor supervisory inspections and 13 sessions of seminars, assisting manufacturers in implementing hazard identification, risk assessment, and preventive measures. To address common accident risks such as mechanical cutting, trapping, and entanglement, specialized seminars were also organized to help manufacturers review equipment safeguarding and operating procedures through case studies and experience sharing, thereby reducing the risk of occupational disasters. Furthermore, the annual "Disaster Prevention Response and Occupational Safety and Health Seminar" is held, focusing on topics such as AI safety and health applications, international risk management trends, sustainable workplace health, and SDGs. Through occupational safety and health promotion organizations and corporate "family" mentoring mechanisms, large enterprises are encouraged to lead small and medium-sized enterprises to jointly strengthen regulatory compliance, risk prevention, and emergency response capabilities, deepening the safety culture across the park.
In terms of disaster resilience, the CTSP Bureau focuses on disaster mitigation, emergency response, and recovery as its main pillars. It supervises manufacturers in implementing earthquake-resistant and seismic-damping designs for buildings and machinery, establishing emergency response and notification mechanisms, and reinforcing flood control drainage, detention basin regulation, and public facility inspections. In the face of major disaster events between 2024 and 2025, including the powerful earthquakes off the coast of Hualien and Typhoons Gaemi and Kong-rey, the Bureau immediately activated its emergency response mechanisms, completing manufacturer notifications, public facility inventories, and critical system inspections. With existing disaster prevention facilities operating effectively, no major casualties or damage occurred within the park, and utilities and operations remained normal, demonstrating excellent disaster preparedness and adaptive resilience.
In the face of traffic safety and joint security defense, the CTSP Bureau has installed fixed speed cameras for peak traffic flows and speeding-prone road sections in the park, and coordinates with the police to conduct unscheduled crackdowns and traffic redirection at accident-prone intersections and road stretches, reducing the risk of major accidents. The park also hosts joint security defense forums, inviting the Bureau, manufacturers, and police authorities to exchange views on security, traffic, and fraud prevention topics, while organizing promotional courses in alignment with Traffic Safety Month to reinforce road users' safety awareness. As of September 2025, there were 353 traffic accidents in the park, resulting in 2 fatalities and 208 injuries. The primary causes included failure to maintain a safe distance, improper turning against traffic signals, and failure to yield when turning at intersections. Moving forward, the Bureau will continue to create a safe and orderly transportation environment through technology-based law enforcement, awareness campaigns, and traffic control duties.
2. From Source Management to Practical Drills
The CTSP Bureau continuously strengthens the management of chemicals, hazardous materials, and disaster response within the park, helping manufacturers improve compliance through regulatory awareness campaigns, practical seminars, and on-site counseling. In 2024 and 2025, the Bureau organized seminars on the latest regulations and reporting practices for factory hazardous materials, respectively. These sessions detailed the scope of hazardous materials, regulatory thresholds, reporting workflows, public liability insurance, disaster case studies, and emergency notification SOPs, thereby assisting manufacturers in clarifying legal requirements and mitigating disaster risks. Concurrently, business units are required to regularly update their chemical inventories, quantities, and layout maps, placing them in locations easily accessible to emergency rescue units to ensure rapid access to on-site information in the event of an incident.
In terms of disaster response, the Bureau organized park disaster prevention and toxic/concerned chemical substance disaster response drills in 2024 and 2025, respectively. These drills integrated operations such as personnel evacuation, firefighting rescue, chemical disaster management, medical triage, emergency communications, and resource dispatch, effectively enhancing collaborative efficiency between business units and competent authorities. Looking ahead, the Bureau will continuously refine AI disaster prevention equipment, counter-drone measures, disaster notification systems, information integration, and post-disaster recovery workflows, thereby elevating the overall disaster resilience of the park and safeguarding park enterprises and nearby residents.
