1. Intelligent transportation system
The CTSP has successfully driven the construction of the high-tech industrial cluster in central Taiwan, resulting in high frequencies of park personnel commuting and business visits, which generates an immense volume of incoming and outgoing traffic.
To mitigate traffic accident risks and shorten commuting times, the Bureau has developed an intelligent transportation system within the park. This system utilizes ICT technology to integrate traffic control, public transit, and parking lot information, providing dynamic, real-time updates—such as live road conditions, bus schedules, and parking availability—via the CTSP Convenient Traffic Information Network. These efforts enhance both the convenience and safety of transportation for park employees and related businesses during their commutes and official visits.
To optimize the passenger waiting experience and increase the willingness to use public transit, the Bureau has installed smart bus signs at five bus shelters in the Taichung Park as well as at the CTSP Transit Station. These smart signs feature LED electronic displays that show real-time estimated arrival times, and LCD screens that provide daily lifestyle information such as weather forecasts and park announcements. Concurrently, they offer free Wi-Fi and integrate with the Taichung City Bus Shelter Service Light System to create a safe, smart, and comfortable waiting environment, thereby reducing the uncertainty of waiting and encouraging the public to shift toward public transportation. In addition, the Taichung Bus App has been upgraded to "Taichung Go," allowing users to check real-time dynamics for both city buses and park shuttle buses. CTSP-related traffic information can also be accessed on the CTSP Convenient Traffic Information Network via the official CTSP Bureau website.
2. Industrial and commercial service facilities
To strengthen business services and lifestyle amenities within the park, the CTSP Bureau has planned commercial service spaces and convenient measures across all its parks. In addition to introducing branches for financial institutions, postal services, medical care, employment services, and convenience stores, the Bureau integrates information on dining, transportation, and surrounding merchants through a lifestyle services platform website, delivering a one-stop, O2O (online-to-offline) service experience. The Bureau continuously refines relevant facilities and services—spanning administrative applications, customs logistics, transit shuttles, innovation incubation, and on-site guidance—to forge a high-quality park environment that offers both work convenience and comprehensive lifestyle amenities. Key developments are outlined below:
2. Business Services and Park Networking
The CTSP Bureau continuously strengthens vendor support and administrative collaboration through business services and cross-agency exchanges. On September 26, 2024, the 2024 Business Services Operation Observation and Seminar was held at the Zhongxing Park, inviting representatives from customs, national taxation, finance, accounting, law, medical care, and employment sectors to participate and using seminars, presentations, and field visits to understand vendor needs and improve service quality through seminars, keynote sharing, and field visits; on November 27, 2025, the 2025 Business Services Operation Observation and Seminar was held at DATA SYSTEMS CO., LTD. in the Taichung Software Park, focusing on digital transformation, AI, data applications, and 5G AIoT experiences to promote service innovation and cross-border cooperation.
To assist park vendors in better understanding foreign-trade customs clearance and bonded operations, the CTSP Bureau regularly organizes cross-agency business exchange seminars. On October 23, 2024, a seminar was held at the Ministry of Economic Affairs' Technology Industrial Park, hosted by Director-General Dr. Maw-Shin Hsu, bringing together the Taichung Customs, the Central Region National Taxation Bureau, the Park Association, and vendors for face-to-face exchanges, alongside a visit to TURVO to share experience in import and export, bonded operations, and production management; on October 17, 2025, a seminar was conducted at the Taichung Customs of the Ministry of Finance, combining business exchanges with lectures on customs clearance and bonded practices, which also featured visits to the Taichung Port Control Area and the Evergreen International Storage & Transport Taichung Port Container Terminal to help vendors understand customs workflows and enhance operational efficiency and professional capabilities
