Stakeholders involved: Park Enterprises
1.Stabilize the water supply in the park
Manufacturers in CTSP Park use water from Taiwan Water Corporation, and the water sources in each park are different due to the scheduling of Taiwan Water Corporation, namely:
Following years of planning and promotion, the Shuinan Reclaimed Water Project officially commenced water supply operations on October 1, 2024. The initial supply scale stands at 10,000 CMD (cubic meters per day), with the potential to expand to 15,000 CMD in the future, primarily serving the CTSP Taichung Park. Moving forward, the project will continue to coordinate with other reclaimed water initiatives—including the construction of the Futian and Wuri Water Resource Recycling Centers to supply the Taichung Park Phase II Expansion Project. Furthermore, factoring in the intensified risks of water scarcity driven by climate change, plans have been set in motion for the construction of an additional distribution reservoir and water transmission pipeline at the Taichung Park Water 1 site. This project involves building a distribution reservoir with a storage capacity of 55,000 cubic meters at the Water 1 site and laying water transmission pipelines to the Phase II expansion area. By connecting to the Central District distribution reservoir, it will provide the park with the flexibility to mutually support and allocate water resources. The infrastructure is expected to be completed and operational by the end of 2026. Within this framework, parks such as the Taichung Expansion and Houli will continuously promote the use of reclaimed water, with supply from off-site water resource centers reaching over 125,000 CMD, alongside 20,000 CMD of on-site self-produced reclaimed water.
2. Water-saving counseling in the park
To minimize park water consumption, alleviate water supply pressure, meet environmental impact assessment (EIA) requirements, and align with energy-saving and carbon-reduction policies, the CTSP Bureau actively invests in water and energy conservation guidance and promotion. By providing water usage diagnostics and improvement recommendations, the Bureau encourages park enterprises to adopt green factory standards, enhance manufacturing process water efficiency, and increase recycling and reuse, thereby gradually establishing diversified water sources and water resilience. Additionally, in accordance with the Regulations for the Guidance and Control of Water and Electricity in Science Parks of the National Science and Technology Council, the Bureau conducts statistics, management, and dispatch of water and electricity usage. It regularly tracks performance to guarantee a stable supply and mitigate the potential impact of water resource fluctuations on park production.
CTSP has been conducting water conservation guidance since 2007. As of 2025, a total of 54 sessions have been organized, achieving a cumulative potential water savings of 12.569 million tons per year. This reduces emissions by 1,960 metric tons of $CO_2e$ per year, which is equivalent to the annual carbon reduction benefit of approximately 5.06 Daan Forest Parks (the carbon sequestration capacity of one Daan Forest Park is approximately 387 metric tons of $CO_2e$ per year). In 2024, 3 water conservation guidance sessions were conducted, with a total potential water savings of 369,124 tons per year. According to the Taiwan Water Corporation, an annual potential water savings of 369,124.5 $m^3$ per year can reduce $CO_2e$ emissions by 57.6 metric tons of $CO_2e$ per year (based on a reduction of 0.156 kg $CO_2e$ per cubic meter of water saved), which is equivalent to the annual carbon reduction benefit of approximately 0.15 Daan Forest Parks. In 2025, 3 water conservation guidance sessions were conducted, with a total potential water savings of 215,168 tons per year. Furthermore, based on the $CO_2e$ conversion factor for 1 cubic meter of water announced by the Taiwan Water Corporation in 2024 to calculate the benefits of "energy saving and carbon reduction" measures, an annual potential water savings of 215,168 $m^3$ per year can reduce $CO_2e$ emissions by 32.3 metric tons of $CO_2e$ per year (based on a reduction of 0.15 kg $CO_2e$ per cubic meter of water saved), which is equivalent to the annual carbon reduction benefit of approximately 0.083 Daan Forest Parks.
To facilitate the exchange of experience in construction quality management among engineering authorities, the National Science and Technology Council (NSTC) held its 2024 Engineering Demonstration and Observation Event on December 13, 2024, choosing the Erlin Park Water Resource Center Phase I Project for an on-site visit. Upon the completion of the Phase I, Stage 1 project of the Erlin Park Water Resource Center, its average daily treatment capacity reaches 5,000 CMD. This enables the proper treatment of wastewater generated by tenant companies in the Erlin Park, minimizing environmental impact. It serves as another practical arena for CTSP's water resource management and stands as another benchmark following the CTSP Taichung Park Reclaimed Water Project. Its expected benefits are as follows:
