Stakeholders involved: Park Enterprises, Neighboring Communities(Non-govern mental Organizations and the Public), Government Agencies
1. Greenhouse gas inventory
The Central Taiwan Science Park (CTSP) Bureau strengthens the management of greenhouse gas emissions within the park through "leading-anchor driving, hierarchical management, and data governance," while continuously refining its inventory and data aggregation mechanisms. To pinpoint the major emission sources across the park, the Bureau aggregates and analyzes the emissions data of the top 15 enterprises by total park revenue. In alignment with the statistical reporting timelines of the Ministry of Environment's Climate Change Administration via its Greenhouse Gas Emissions Information Platform, the Bureau regularly updates these emission profiles. This gradually establishes a traceable emissions database that serves as a cornerstone for subsequent carbon reduction guidance and performance tracking.
Currently, a total of 10 enterprises operating 19 plants within the jurisdiction of the CTSP Bureau are legally required to conduct, register, and verify greenhouse gas (GHG) inventories. Furthermore, in accordance with the competent authority's announced regulations to expand the scope of required inventories, an additional 5 enterprises with 5 plants are expected to be brought under this scope. The Bureau continuously tracks the inventory progress of businesses within its jurisdiction and assists them in completing their inventory registrations and verification processes within the legally mandated deadlines.
In accordance with the environmental impact assessment commitments for the Houli Park, the CTSP Bureau consistently requires resident manufacturers to periodically conduct and report greenhouse gas (GHG) inventories. The Bureau aggregates annual GHG emission statistics for the Houli Park, progressively compiling year-over-year data to enhance disclosure completeness. The management approach adopts a strategy of "hierarchical guidance combined with voluntary advancement." For enterprises legally mandated to register their inventories, the Bureau guides them to complete the previous year's full-plant inventory registration and verification operations within the deadlines, while helping clarifytopics such as operational control, inventory boundaries, and base-year configurations to strengthen data consistency and traceability. For all other companies conducting voluntary inventories, the Bureau utilizes promotional campaigns, educational training, and methodological guidelines to establish standardized inventory processes and data aggregation methods, ultimately elevating the overall inventory quality and coverage rate across the park.
The greenhouse gas inventories conducted by the manufacturers in the Houli Park are all executed in accordance with domestic and international standards—such as the Ministry of Environment’s Greenhouse Gas Emission Inventory Operation Guidelines (currently the 2024 version), the GHG Protocol, or ISO 14064-1. Within these frameworks, emissions calculation methodologies strictly adhere to the requirements of each respective standard. Furthermore, in compliance with competent authority regulations, the Global Warming Potential (GWP) values have adopted the figures from the IPCC Fifth Assessment Report (AR5) since 2024.
2. Promote net zero carbon emissions
In alignment with the Executive Yuan’s "Taiwan 2050 Net-Zero Pathway and Strategy," the Bureau actively promotes low-carbon technological innovation and sustainable park governance. In 2025, the Bureau hosted the "Multi-drive Path to Net-Zero: Green Tech & Low-Carbon Industrial Cluster Co-creation" press conference, where we showcased the concepts of carbon cycling and carbon sequestration through a tree-planting demonstration enhanced by biochar, thereby motivating park enterprises to commit to the net-zero transition. Furthermore, the "Science Park Carbon Reduction Excellence Awards" incentivize manufacturers to strengthen energy-saving and emission-reduction efforts, facilitating the achievement of the park's collective carbon reduction targets.
