Challenges/opportunities faced
CTSP Bureau cooperates with NSTC's planning, actively develops high-tech industrial
settlements and promotes local economy. Besides land resources and hardware facilities,
talent quantity is also an important condition for building a high-quality investment
environment. Therefore, the Administration actively assists the cultivation of high-
tech professionals, and encourages enterprises to establish safer and more stable
working conditions, promote equal rights in the workplace and attract more talents to
work in CTSP, so as to promote the stable operation and even sustainable operation of
enterprises.

1. Promote equal rights in the workplace
In order to promote gender equality in decision-making, CTSP Bureau has 14 heads,
deputy heads, chiefs of staff and heads of first-level units, including 7 female heads, and
the rate of employing women as heads of first-level units and above is 50%. In order to
cultivate the gender sensitivity of our staff, we incorporated a gender perspective into
the planning and implementation of various policies and decrees, and conducted gender
mainstreaming training courses in various ways, such as special lectures, online learning
or film appreciation. In 2022 and 2023, the participation rate was over 90%.
